A Toronto area group went around the city and spray painted the words "thunk" and "oof" around area pot holes. The project is beng caled Pothole Onomatopoeia and has the goal educating the city on the dangers pot holes like this make for urban cyclists.
I'm not implying that the cycling community in Kansas City should do something like this (I'm pretty sure it's technically illegal) -- but if they did, they would need a lot of spray paint.
Hat Tip: Good
Saw one campaign about cleaning up sidewalks where the team went around town with stencils and lots of cleaner and hard brushes...
They would lie the stensil down and throw cleaner and brush the hell out of the area inside the stencil.
Essentially, you were left with a very clean area of sidewalk that just happened to form the shape of words and sentences.
Not technicality graffiti, and it was pretty clever.

If we could build our roads out of something that held up better against the constant freezing and thawing of our winders, we'd have many fewer potholes.
