As Ohio lawmakers discuss HB 14, a bill that would remove breed-specific language from the state law, it has not been lost on the media that two of the four largest cities in the state, Toledo and Cleveland, have moved away from breed-specific laws in favor of behavior-based laws. The move from breed-specific laws to breed neutral ones are seen by almost all experts as a more effective approach to dealing with dangerous dogs:
"This whole obsession with 'pit bulls' I think is a distraction for truly effective public policy on dangerous dogs," said John Dinon, Executive Director of the Toledo Area Humane Society. "The fact that people are now looking at dog behavior and owner responsibility is a huge step toward making our communities in Ohio a safer place."
