Sheila -- I do make the assumption on low-income areas often needing education in caring for dogs -- and yes, I think it's fair to say, education on spay/neuter as well. I have not included spay/neuter info in my summary because a) the info tough to come by -- there are times, like with strays or when they specifically call out that the dog was used for breeding (if you click through to each of the articles I will usually call this out) and b) because I think many people mistakenly use the spay/neuter element as a causal factor in the attack -- which often leads to bad legislation being proposed. I may add it in for next year...we'll see. For more of my thoughts on the spay/neuter factor you can read that here:
